Characteristics of the central electronic headquarters of the Ministry of Inclusion, Social Security and Immigration

1. The scope of the headquarters shall cover all the organs of the Department in accordance with article 1 of the headquarters creation order.

2. All actions, procedures and services that require the authentication of citizens or the Public Administration in their relations with them by electronic means will be carried out through the headquarters, as well as those regarding which their inclusion is decided for reasons of effectiveness and quality in the provision of services to citizens.

3. The electronic address of the headquarters shall be https://sede.inclusion.gob.es. It will be accessible directly, as well as through the internet portal https://www.inclusion.gob.es/.

4. The electronic headquarters will be owned by the Under-Secretariat for Inclusion, Social Security and Migration.

5. The technological management of the headquarters will be the responsibility of the Under-Secretariat for Inclusion, Social Security and Migration, which will exercise it through the Sub-Directorate General of Information and Communication Technologies.

6. The management, content and services made available to citizens at the headquarters shall be the responsibility of the heads of the Department’s management centres and, where appropriate, of the public bodies and entities incorporated at the headquarters. The responsibility will correspond to the competences that each of the holders has attributed in the legal system.

7. The management of the common contents of the headquarters and coordination with the management centers of the Department and the public agencies and entities incorporated at the headquarters will be the responsibility of the Undersecretariat of Inclusion, Social Security and Migration.

8. They will be channels of access to the services available at the headquarters:

   1. For electronic access: Internet, with the characteristics defined in this article.

   2. For face-to-face care: the offices of the Ministry of Inclusion, Social Security and Migration, both central and territorial, according to the competences defined in the regulations of the ministerial organization, without prejudice to access through the registers regulated in the regulations in force in article 16 of Law 39/2015, of 1 October.

   3. For telephone attention: departmental information services, through the telephones published on the Internet portal of the Ministry of Inclusion, Social Security and Migration, https://www.inclusion.gob.es/ and at the headquarters itself.

9. The information and services included in the headquarters will comply with the principles of accessibility and usability, of electronic access of citizens to public services, established in Law 40/2015, of 1 October, in the terms set by the regulations in force in this matter at all times.

10. The contents published at the headquarters will respond to the security and interoperability criteria derived from the National Security Scheme and the National Interoperability Scheme, in application of the provisions of Law 40/2015, of 1 October.

11. The headquarters shall include at least the contents listed in Article 3 of the Headquarters Establishment Order.
