Description
The Humanitarian Assistance Program is aimed at addressing the state of need of migrants in situations of vulnerability due to physical deterioration and lack of social, family and economic support and who arrive on the Spanish coast or are part of settlements that carry serious social and health risks and require immediate action programs to be remedied. The granting of grants for the development of the programs is carried out in accordance with the General Law of Grants 38/2003, of November 27, articles 22.2 and 28. The normative framework is contained in Royal Decree 441/2007, of 3 April, modified by Royal Decree 450/2019, of 19 July (which includes as beneficiaries applicants and beneficiaries of international protection who are in a situation of vulnerability), which approves the regulations governing the direct granting of subsidies to entities and organizations that carry out humanitarian care activities for migrants.
The Program includes the following services:
- Reception service which includes not only the provision of basic accommodation and maintenance needs, but also the provision of social tools, such as language learning, training and guidance, to facilitate their integration into the host society. This service comprises three types of resources that are activated depending on the number of arrivals and the response capacity of the system, which are the following: Integral Reception; Care, Emergency and Referral Centers (CAED), Emergency Reception and Shared Management Centers.
- Transfers of beneficiaries from collection points (CETI, CIE, coasts, settlements or other accommodation resources) to reception facilities or locations of social and family networks.
- Care in large cities integrates devices that act in emergency situations due to the high influx of migrants to the coasts and the overflow of the humanitarian reception system, articulating care and overnight stays.
- Care on coasts to deal with humanitarian emergencies arising from the arrival of irregular migrants across the land or sea border.
The entity may independently provide one or more of the proposed services except the Integral Reception and the Transfer service that must be developed jointly in a mandatory manner.
