Registry of Foreigners Collaborators
Description
Article 197.4.c) of the Regulation of Organic Law 4/2000, of January 11, on the rights and freedoms of foreigners in Spain and their social integration, approved by Royal Decree 1155/2024, of November 19, creates the Electronic Registry of Collaborators of Foreigners, owned by the Ministry of Inclusion, Social Security and Migration, and managed by the General Directorate of Migration Management.
The third additional provision of Organic Law 4/2000, of 11 January, on the rights and freedoms of foreigners in Spain and their social integration, establishes that when a legitimate subject is in Spanish territory, he or she must personally submit applications for residence and work authorizations in the records of the competent bodies for processing them. Article 197.4 of the Regulation of Organic Law 4/2000, of January 11, on the rights and freedoms of foreigners in Spain and their social integration, approved by Royal Decree 1155/2024, of November 19, considers the obligation of personal appearance to be fulfilled when applications are submitted by those who validly exercise their representation and adds a series of cases in which this condition will be understood to be fulfilled.
The figure of the collaborators of foreigners constitutes an additional way of representation, intended to facilitate the electronic presentation of applications by qualified entities, but does not exclude or limit the other forms of representation provided for in Law 39/2015, of 1 October, of the Common Administrative Procedure of Public Administrations and in the Regulation of Organic Law 4/2000, of 11 January.
The Electronic Registry of Alien Collaborators is developed through Order ISM/164/2026.
